Coin Center认为，根据美国制裁法律，在没有发现或禁止跨交易所持有人注册、交易的情况下向美国财政部 (Memurs) 支付、贷款或兑换金钱上限的情况下，就如按照请求一样，无需立即KYC。然而，为了在未来三年执行交易，Coin Center认为Moneycoin Center不能满足美国财政部非常强的制裁要求——即没有足够的证据来确定实际违反了美国法律的情况，且不受法律修改。
